Experience built over 20 years
Since 2003, our team has been working with China’s State Lotteries to deliver pioneering SaaS solutions and operational services. This track record has given us unparalleled insight into the government’s long-term strategy and the policy priorities shaping the sector.
Our experience includes;
Building and operating the first national and provincial lottery loyalty programme, in doing so equipping over 62,000 licensed shops in 14 provinces with the required hardware and software.
Building and operating the national Welfare Lottery Hotline service, fielding 100 million unique user calls annually.

Lucky World
Transforming the existing lottery shop network by connecting the 200,000 lottery shops into a single omnichannel retail brand, upgrading consumer engagement, payments, marketing, and data collection.
UGO Lotto
A smart POS terminal network with digital user interface to increase access to the lottery across China by embedding lottery play into POS outside of the existing lottery shops into retail areas of regular daily consumer activity, including people transit hubs.
Hui10 is part of IIG plc, an investment fund listed on the London Stock Exchange.
In October 2023, IIG plc made its strategic investment in Hui10 Inc which now forms its sole investment focus.

Daniel Levine
- Co-Founded Hui10 in 2014
- Previously: Director at Innovative World Technologies since 2003;
- Took IWT public on China’s NEEQ stock exchange in 2016
- Has been working in the China lottery sector since 2003, with Frank Li (co-Founder of Hui10)
- First entering China in 1991, has been involved with successful projects both in the state and private sectors and has developed an in-depth knowledge of China, able to straddle the cultural divide
Yu Qiang

- Previously member of the joint task forces for:
- construction of China UnionPay Three Gold Projects, Gold Card, Golden Tax, and Golden Shield, including anti-counterfeiting and tax control system.
- China UnionPay Gold Card Project (card issuing system, clearing and transfer system, and acquiring market management system) of the Science and Technology Department of the People’s Bank of China.
- Cooperated with the 11th Bureau of the Ministry of Public Security to establish China’s first network 110 alarm centre.

Stephen Freear
- 30 year career banker starting at Barclays in 1985 in commercial Banking before moving into Investment Banking in 1989
- Specialising in Asian Equity, Derivatives and Convertible Bond transactions. He spent the majority of his career working at Nomura International and MUFG Hong Kong office.

Executive Team
Frank Li Tong
Frank Li Tong is a veteran technology executive with more than three decades of experience in enterprise software, telecommunications, and lottery systems. After graduating in Radio Engineering from Beijing Union University, he worked at Starcom and Oracle China, where he managed one of Oracle’s largest national projects with China Post & Telecommunications. He later served as Director of Portal Software in Beijing.
In 2003, Frank became General Manager of Yingtai Weiye Information Technology, where he and Daniel Levine developed nationwide SaaS solutions for the China Welfare Lottery, including hotline services, loyalty programmes, and systems deployed across 62,000 shops. They listed the business on Beijing’s NEEQ Stock Exchange.
In 2014, Frank co-founded Hui10 Inc. with Daniel, leading its mission to digitise and transform China’s lottery industry.
Daniel V P Levine
Daniel has worked with and in China since 1991, gaining extensive experience across both the state, public and private sectors. He began working with Frank Li Tong in 2003 at Yingtai Weiyei, which Frank and Daniel listed on Beijing’s NEEQ Stock Exchange and together they co-founded Hui10 Inc in 2014.
Based in Beijing, Daniel leads Hui10 as Co-CEO with Frank and also drives its international fundraising and investor relations through IIG plc.
In 2023, Daniel completed the all-share investment deal between Hui10 Inc. and IIG plc, valuing Hui10 at US$365 million and resulting in the company’s effective listing on the London Stock Exchange Main Market.
Yu Qiang
Yu Qiang has extensive experience in China’s financial and regulatory systems. A former member of the People’s Bank of China’s Science and Technology Department, he was part of the founding task force that created China UnionPay, where he was involved in the design of the card issuing system, clearing and transfer platform, and acquiring market management system.
He also contributed to the Golden Tax Project, building the country’s anti-counterfeiting tax control system, and to the Golden Shield Project, where he helped establish China’s first national Network 110 Alarm Centre.
As Director of Hui10 Inc., Yu Qiang provides unique insight into China’s financial infrastructure, regulation, and innovation, supporting the company’s continued transformation of the lottery industry.
Janelle Cao
With more than two decades spanning telecoms and the lottery sector, Janelle began in operator billing and customer management after graduating in Communication Engineering from Shanghai University. She joined Portal Software in 2000, then in 2003 moved to Yintai WeiYei to work alongside Frank Li Tong. Since 2005 she has focused on China’s lottery industry, during which time annual sales grew from around RMB 20 billion to over RMB 579 billion and outlets expanded from 70,000 to 200,000.
Janelle earned an MBA from the University of Sorbonne in 2008 and later led sales, customer service, and product functions at Yintai WeiYei, helping secure its 2016 listing on Beijing’s NEEQ. At Hui10 Inc., she is Senior VP overseeing strategy and investor relations.
Lǐ Zhàolóng
Lǐ Zhàolóng joined Hui10 in 2018. Before joining the Hui10 team he worked for IWT, Tellabs, Harbor Networks and Huwei Technologies.
Zhāng Jīngpíng
Previously Zhāng gained experience in the lottery area working at China Sports Lottery Technology Company, China Sports Lottery Security Printing Company for 12 years and Hongbo. Co where she was the general manager. She joined Hui10 in 2019.
Iolo Wáng Lóng
Previously worked in Deloitte China and PwC China with many year of experience in assurance, audit and M&A advisory across various industries allowing him build build financial acumen.
Tim Zhào Línglín
Previously worked in the market expansion and product planning of the alcohol retail industry including at Gaode in Alibaba forming a deep understanding of the importance of industry integration.
Fán Zhōngyuán
Fán joined Hui10 in 2016 and is respobsible for managing the technical R&D team. He is involved in formulating development plans and solving technical difficulties.
Iolo Wáng Lóng
Hán Wěitāo – Operations Director
Hán joined Hui10 in 2019 and is responsible for the pre-commercial and post operational work of lottery related businesses including Hongbao lottery. Previously he worked at China Sports Lottery Printing Technology Co., Ltd with over ten years work experience in the sports lottery industry.
Tim Zhào Línglín
Lǔ Xuěmíng – Product Director
Lǔ has worked for product design experience in the lottery industry for over 15 years and has developed a deep understanding of the product requirements for a lottery business.
