IIG is pleased to announce that its principal investment Hui10, has entered into a milestone agreement with the China Financial Certification Authority (“CFCA Agreement”). CFCA is the national security certification agency under the leadership of the People’s Bank of China and approved by the National Information Security Management Agency and the Ministry of Finance.
The signing of the CFCA Agreement signals the go-ahead towards the deployment of Hui10’s patented platform for the Paperless Play Lottery pilot.
CFCA is responsible for digital certification, encryption, authentication and transaction security services across China’s financial system. CFCA’s services are used by more than 2,400 financial institutions, representing the overwhelming majority of China’s banking sector, and it is the largest electronic certification service organisation in the country.
The CFCA Agreement allows for:
- Commercial Paperless Play Lottery pilot to be deployed at provincial scale, as a precursor to nationwide rollout of this fully compliant, terrestrially integrated digital lottery play infrastructure, subject to Ministry of Finance direction.
- The continuation of joint development and refinement of Hui10’s digital platform alongside the CFCA.
- The expansion of Hui10’s digital lottery platform including Lucky World HongBao in alignment with regulatory requirements.
- Formalisation of a key relationship with one of China’s most significant state‑aligned, Ministry of Finance approved, technology institutions, strengthening Hui10’s position as a trusted provider of digital lottery technology infrastructure.
- Reinforcement of Hui10’s long‑term capability to deliver scalable, digital solutions embedded within China’s financial and payment infrastructure, leveraging UnionPay’s national reach and CFCA’s security certification expertise.
